About me
Julianne Zemaitis, Ph.D., is a Research and Evaluation Associate with the Utah Education Policy Center (UEPC). She partners with educators, administrators, and other stakeholders to design and conduct research and evaluation projects that support continuous improvement in educational policies, programs, and practices across K–12 and higher education settings. Julianne brings expertise in quantitative and qualitative research methods, survey design, data collection and management, and mixed-methods analysis. Her work focuses on producing rigorous, practical, and actionable evidence that helps partners better understand implementation, outcomes, and opportunities for improvement. She is especially interested in building strong practitioner-researcher partnerships and using evaluation as a tool for learning, reflection, and responsive decision-making. Julianne approaches her work as both a methodologist and thought partner, committed to helping organizations use data in ways that are meaningful, timely, and grounded in local context. Julianne holds an M.S. and Ph.D. in Educational Research, Measurement, and Evaluation from the University of North Carolina at Greensboro and a B.A. in Psychology from the University of Notre Dame.
